Notice is hereby given that the Skagit Council of Governments (SCOG) has made a proposed list of National Highway Freight Program projects available for public comment. SCOG will submit a list of projects to the Washington State Department of Transportation (WSDOT) on February 27, 2026. Selecting projects for funding is the responsibility of WSDOT through a statewide process. SCOG is assisting WSDOT by conducting a regional process of compiling projects and screening them for National Highway Freight Program eligibility prior to the statewide selection process. SCOG, as the State Environmental Policy Act (SEPA) lead agency for this nonproject action, has determined it will not have a probable significant adverse impact on the environment and has therefore issued a Determination of Nonsignificance (DNS) for the Plan pursuant to Chapter 197-11 of the Washington Administrative Code.
