Growth Monitoring Program
A 2016 change to Countywide Planning Policy 1 introduced a regional program to monitor population and employment growth in Skagit County. This program includes the preparation of annual reports on growth.
SCOG is the administrator of the Growth Management Act coordination process in Skagit County and assists with the preparation of all reports. Future annual growth monitoring reports will be posted to SCOG’s website after adoption.
The Growth Monitoring Program is entering its tenth year in 2026. Nine reports have been adopted to date. The first report, Skagit Population, Employment, and Housing Growth Monitoring Program: 2017 Baseline Growth Monitoring Report, established a baseline for trends analysis in the most recent 2025 annual report.
In 2025 the Countywide Planning Policies were amended to adopt new population, employment and housing allocations. SCOG staff will be developing a new baseline report in 2026 to begin measuring growth based upon the new allocations.
