Request for Proposals – Regional Travel Demand Modeling Services

The Skagit Council of Governments (SCOG) announces a request of proposals (RFP) for professional services relating to regional travel demand modeling. SCOG is the metropolitan planning organization for Skagit County and is leading the process to update the regional travel demand model. The regional travel demand model will be updated in 2020 and 2021, and the update will be funded primarily through federal funds provided through an agreement with the Washington State Department of Transportation.

SCOG anticipates that a consultant will provide travel demand modeling services. The scope of services for a professional services agreement will include: (1) project administration and coordination; (2) evaluate initial data set; (3) estimate trip generation; (4) estimate trip distribution and calibrate model; (5) validate model parameters; (6) modeling assistance for regional transportation plan update; (7) modeling training; (8) scoping potential future modeling activities; and (9) model documentation.

The expected timeframe for the project is 12 months, beginning in July 2020 and extending into June 2021.
